Summary/Objective of Position: The Talent Care Agent is responsible for managing the employment relationship with contractors in U.S. throughout their career with Kineticom.  Processes and maintains a variety of confidential and sensitive personnel records per privacy laws and HIPPA compliance. Responsible for analyzing issues and resolving contractor issues/complaints to the best possible outcome.  
Position Metrics:
Calls to contractors monthly (must be documented in SmartSearch).   Report is generated weekly to track progress.

 Core (Essential) Duties and Responsibilities

  • Manage the lifecycle of the employment relationship with assigned group of contractors: on-boarding, payroll, benefits, performance issues, coaching, leave management, and in some cases, documentation and termination.
  • Process and conduct background checks and pre-employment drug screens (post offer). 
  • Review background checks, following federal/state guidelines, making the determination if the candidate may be hired by Kineticom. Communicate hire/not hired to candidate, Recruiter and in some cases, to the client.
  • Onboard employees using online system through Coastal Payroll, reviewing and approving all entries.
  • Maintain electronic employee files in Coastal payroll system.
  • Ensure that I-9 forms are completed accurately within DHS guidelines and store according to Kineticom policy.
  • Work closely with the Finance department to ensure accurate and on-time pay.
  • Responsible for auditing pay records and benefit accruals for their contractors.
  • Responsible for managing contractor benefit enrollment and facilitating annual open enrollment with contractors.
  • Responsible for conducting a minimum of monthly calls/emails to their contractors to check on their project status, benefits, work environment and document in SmartSearch.   
  • Interpret employment policies as it applies to contractor handbook, state/federal laws and wage/hour regulations.
  • Working with management, handles workers' compensation injury report, accident investigations and processing of workers' compensation paperwork for insurance carrier.  
  • Works with insurance carrier, client and contractor on a modified work duty plan for those who are injured on the job to ensure employee can return to work and insurance costs are contained.
  • Provide performance feedback to contractors including counseling, performance improvement plans and terminations. 
  • Works closely with Regional Manager to resolve employment issues to avoid client escalation. 
  • Acts as a liaison between all departments to ensure quick HR, payroll and benefit issue resolution. 
  • Lead termination meetings with employees and ensures return of equipment to Kineticom and to the client.
  • Participates in workplace investigations involving discrimination charges, harassment charges and wage/hour discrepancies.
  • Participates in regular HR training sessions, webinars, and other legal updates.   
  • Records all changes in employee status (work location, pay, expenses, classification, title, job responsibilities, etc.) and completes employment contracts. 
  • Communicate process or policy changes and any other pertinent information to contractors.
  • Participate in meetings with new clients to set up employee on-boarding management systems. 
  • Administrative duties in the San Diego office 
  • Special projects as assigned.

Non-essential Duties and Responsibilities:  
  • Collect and compile Exit Interview and annual Talent Satisfaction survey feedback.
  • Work closely with Travel Agency to coordinate flight, hotel and car reservations for contractors needing travel to market.
  • Coordinate laptop and equipment shipments to new hires.

Supervisory Responsibilities 
Manages contractor staff including performance management, compensation, disciplinary action, development and terminations. 

Job Requirements


Education and/or Experience
  • Bachelor's Degree in Business, Human Resources or related field (preferred, not required) 
  • A minimum of two years related work experience in human resources or related field.
  • Must have a background in handling HR paperwork, managing employee life cycle, benefits, etc.  
  • Must be customer focused and have the ability to work both independently and in a team environment. 
Language and Related Skills 
  • TCA must communicate in a professional manner, both orally and in written form with contractors, internal and external customers.  
  • Strong organizational skills, a high sense of urgency and attention to detail required.  
  • TCA communicates regularly via phone and email.  
  • Must have strong computer skills using MS Office (Outlook, Word & Excel) as well as SmartSearch, payroll system, etc.  
  • TCA role has heavy phone volume.        
  • Must be able to work with and communicate effectively with a global diverse community of employees.
  • Must be able to follow instructions, pre-established guidelines and procedures to perform the functions of the job as well as interpret policy/procedures as they apply to the HR situation. 
  • Ability to maintain confidentiality with regards to personnel files, drug and background results and medical information is required. 
  • Responsible for observing all laws, regulations and other applicable obligations wherever and whenever business is conducted on behalf of Kineticom. 
  • Regularly exercises independent judgment and makes routine decisions upholding company and state/federal policies and procedures.  
  • Able to identify and understand when additional information is needed to make a decision and uses the proper escalation path to research and resolve the issue.

Work Environment
This job operates in a professional office environment.  This role routinely uses standard office equipment such as computers, phones, cell phones, photocopiers, fax machines and filing cabinets.

While performing the duties of this job, the employee is regularly required to talk or hear.  The employee frequently is required to stand, walk, use hands to fingers, handle or feel and be able to reach with hands or arms.  
No travel is expected for this position except for Talent Care Agents working with K2Com Services LLC.  They may travel up to 30% of their time.
